Yes, Chinese companies have built and contracted hundreds of infrastructure and industrial projects in Venezuela, primarily funded through oil-backed loans totaling over $50 billion since 2007. The relationship, elevated to an "all-weather strategic partnership" in 2023, encompasses sectors ranging from energy to telecommunications, though many initiatives have faced significant setbacks.
Energy and Heavy Industry form the core of this engagement, with China financing oil drilling platforms, rigs, and joint ventures in the Orinoco Belt to produce extra-heavy crude. Plans included constructing three oil refineries in China to process Venezuelan oil and building a fleet of supertankers, although several refinery projects were never completed due to Venezuela's inability to meet capital commitments. Additionally, agreements were signed to produce Orimulsion fuel and develop mining operations in the Orinoco Mining Arc for gold and coltan.
Infrastructure and Social Projects saw the contracting of 790 cooperation agreements by 2017, resulting in the construction of hospitals, roads, bridges, ports, airports, schools, and housing units. Notable ventures included a $7.5 billion railway agreement (later stalled), satellite tracking stations, and a technology park for mobile phone manufacturing. However, reports indicate that a significant portion of these projects remain unfinished or operate at minimal capacity due to corruption, mismanagement, and Venezuela's economic collapse, leading China to halt new development credit lines after 2015.
