Iran keeps behaving like an outlaw regime. Australia expelled Tehran’s ambassador last week based on intelligence that its government masterminded an attack on a synagogue in Melbourne and a kosher food company in Sydney. The head of the United Nations nuclear watchdog is receiving enhanced security because of what he calls a threat “from the direction” of Iran. On Sunday, the Iran-backed Houthis raided the offices of the World Food Program, World Health Organization and UNICEF in Yemen’s capital.
The regime has mostly suspended cooperation with international nuclear inspectors. Tehran has also refused to account for the now missing stockpile of highly enriched, near-weapons-grade uranium that it possessed before the attacks. Last Wednesday, inspectors visited the Bushehr reactor, which remains live, but they have not been allowed to see what’s left of the facilities struck by B-2 bombers as part of Operation Midnight Hammer.
The most hopeful explanation is that Iran is blocking the inspectors because it fears independent confirmation that its costly 30-year nuclear program has been destroyed — but hope has never been an effective counterproliferation strategy.
The only way to know for certain what’s left is for the inspectors to fully return and for the Iranian government to come clean about what, if anything, it still has. To prevent further conflict, Iran also needs to reenter negotiations with the United States over any future nuclear program for civilian-only use.

Russia and China signed a “legally binding” memorandum on Tuesday to advance construction of the long-delayed Power of Siberia 2 pipeline, a project that would cement Beijing’s role as Moscow’s most important energy customer as it seeks to replace lost European markets.
The deal was one of four agreements struck between Russia’s state energy giant Gazprom and the China National Petroleum Corporation, Gazprom’s chief executive, Alexei Miller, told reporters.
“This will now be the largest, most ambitious and most capital-intensive project in the global gas industry,” Miller said.
Together, the projects envision as much as 106 billion cubic meters of Russian natural gas supplied to China each year, according to the Interfax news agency. Before its full-scale invasion of Ukraine in 2022, Russia exported more than 150 billion cubic meters of gas annually to Europe.
Gazprom also agreed to increase annual shipments through the existing Power of Siberia line, which runs from eastern Siberia, from 38 billion cubic meters to 44 billion. The Power of Siberia 2 is expected to run for 30 years through Mongolia via the Soyuz Vostok transit line.
China has already benefited from steeply discounted Russian oil, coal and gas exports, as Moscow seeks to offset the loss of its European energy customers.

As part of today’s ruling, Judge Breyer has issued an order prohibiting troops from engaging in security patrols, riot control, arrests, searches and crowd control across the United States, beginning September 12.

There’s a near €2 trillion ($2.3 trillion) upheaval coming for European bond markets to cap a 2025 already marked by tariff twists and turns, deficit worries and now a political crisis in France.
While the Netherlands accounts for just 7% of the euro-area economy, the pension system is an outsize market player. It has more than half of all pension savings in the bloc, according to European Central Bank data. Its European bond holdings total almost €300 billion.
A reform of the Dutch pension system is expected to cause upheaval in European bond markets, with traders positioning for volatility in the euro swaps market.
The Dutch central bank has warned of a risk to financial stability due to the complexity of the underlying mechanics, and asset managers are recommending caution when it comes to the long-end of the yield curve.
The transition to a new system is scheduled to start on January 1, with 36 funds switching, and market players are expecting a potential supply-demand imbalance for longer-dated swaps, which could lead to a rapid steepening in the curve.
