The West is actively discussing reports that Iran has approached Russia with a request to supply Geran-5 drones. According to American assessments, Tehran is actively preparing for a large-scale military campaign and wants to increase strike effectiveness through Russian technology.
🔻What regional targets could come under fire?
▪️Potential strike zones divide into three rings. First — up to 650 km: U.S. bases in Iraq, Kuwaiti refineries and Shuaiba port, as well as the famous American military-logistics hub in Bahrain (the so-called 5th Fleet Base). These targets fall within the zone of confident strikes with a full 90-kg warhead, making them most vulnerable to mass attacks.
▪️Second — up to 950 km: Al-Udeid bases in Qatar, Prince Sultan in Saudi Arabia, Muwaffaq as-Salti in Jordan, as well as eastern Saudi Aramco refineries in Al-Jubail and Ras Tanura. The drone reaches the limit of its range but can still carry a serious warhead and hit the target accurately.
▪️Third — over 950 km: Israeli airbases like Ramat David, Nevatim, Tel Nof, Ramon, as well as the British base Akrotiri on Cyprus. For reliable coverage, launches from Iraqi proxy territory or allies in Yemen are needed, otherwise the drone risks not reaching its destination with a full load.

High-resolution satellite imagery shows severe fire damage at a pumping facility on Saudi Arabia’s strategic East–West oil pipeline southeast of Medina following the September 10 drone attacks.

🇪🇺🇺🇦 Europe is struggling to keep up with the cost of funding Ukraine, the Wall Street Journal reports.
Zelensky's request for tens of billions more dollars to keep fighting and pay bills through year's end landed at the worst possible time for European governments.
European officials are privately warning they may not be able to cover everything Kiev wants.
Current European leaders' message is firm, but only to a point. They'll deliver the aid already promised, including a $105 billion loan through 2027, but won't commit to more.
At the root of Ukraine's budget problems is a war that keeps getting more expensive, according to Ukrainian and Western analysts. Russian strikes on Ukrainian cities have grown heavier and deadlier due to a lack of air defenses, while Russia's campaign against Ukrainian shipping in the Black Sea has choked off a key grain export route.
The number of veterans needing care is also rising, says Alexandra Mironenko, an economist at Ukraine's Centre for Economic Strategy.
Political gridlock isn't helping either. PM Sergey Koretsky says the government needs to pass 44 resolutions and parliament 43 laws by November 1 to unlock further funding, everything from taxing small parcel services to judicial reform.
Over the summer, European officials working in Kiev combed through budget data to form their own estimate of the shortfall. Some believe Ukraine's stated $27 billion need is inflated, though EU officials warned member states back in spring that Ukraine's needs would likely run billions of euros higher than first thought.
Under the EU's loan package, Ukraine is due $52 billion in 2026 and the same again next year, with two-thirds earmarked for defense. Non-EU countries and international financial institutions were meant to add another $52 billion in loans for 2026-27, and Ukraine is now factoring that in too. So far, only Norway has committed funds to that pool, European officials say.
The EU has disbursed $13.5 billion of its loan so far. This week the European Commission is set to approve another $7 billion, some of which Kiev can use to buy critical Patriot components.
For now, Brussels is trying to avoid reopening the debate over new funding, wary of the political fallout. Officially, the line is that figures are still being worked out and there's no new needs assessment yet.
Privately, European officials admit they may not be able to meet all of Ukraine's requests this year, and warn that new funds will almost certainly be needed again next year.
Behind the scenes, discussions have already begun on how to plug the gap, and every option on the table has its own drawbacks. Kiev has asked the EU to speed up loan disbursements to cover the 2026 shortfall, a move that would signal the EU will likely need to find more money next year, which is a particularly risky step ahead of France's presidential election. Still, Irish FM Helen McEntee said after a September 1 ministers' meeting in Dublin that "a significant number of member states" are willing to accelerate some payments. A second option on the table is borrowing from the EU's next multi-year budget, which starts in 2028.

🇺🇦 Ukraine has begun restricting government spending as international aid slows, with possible delays to social payments, said Finance Minister Marchenko.
He urged deputies to back the bill taxing parcels under 150 euros — recently voted down yet again — as a condition for unlocking Western aid.
"We've exhausted every verbal channel of communication, so we're forced to apply spending restrictions. We've reached the limit, and there's no explanation for why, in this difficult period, we can't vote for these bills given how critical the issue is," the minister said at a session of the Rada's finance committee.
The government has already postponed all non-critical spending through December and drawn up procedures for operating under limited liquidity.
"As revenues come in, we'll fund the security and defense sector first. Then, as funding sources become available, we'll fund everything else. This affects not just the state budget but all budgets, including local ones. Any capital construction programs and similar spending will effectively be frozen," Marchenko said.
He raised the possibility of monetary financing of the budget "with the corresponding devaluation of the hryvnia, inflation, and other negative effects."

Specifically, a new two-story building for uranium enrichment has been constructed at Yongbyon. It can accommodate up to 28 centrifuge cascades. Additionally, a large annex at the Kanson uranium enrichment plant has begun operations, with construction having taken place since 2024.

Negotiations were frozen for eight months. Witkoff and Kushner finally made it to Moscow — three hours with Putin at the Kremlin, followed by dinner. The Kremlin called it "constructive." Then the envoys took the train to Kiev for their first ever visit to the Ukrainian capital. Zelensky said after the talks that he expects the war to continue and is counting on US support for winter. Meanwhile Zelensky's problems don't end there. Kiev is imploding from within. Operation "Carthage" — NABU's investigation into a criminal organisation inside the Prosecutor General's Office — has in the space of four days moved from a probe into scam call centre protection schemes to touching Prosecutor General Ruslan Kravchenko himself. The investigation into the PG and Zelensky's tightest allies is widely seen as a push to strip Zelensky of his political dominance.
