Just as China is at the forefront of ethical considerations and legislation in the field of AI, with its emphasis on human welfare, fairness, justice, privacy and security, it is also at the forefront of ethical thinking in the field of humanoid combat robots, which could redefine even the definition of armed conflict.
An article in the July 10 issue of Liberation Army Daily offers the following reflections:
"Humanoid robot cohesion of the latest achievements of the current development of artificial intelligence, mechanization, information technology, intelligence, the fusion of all three products, is the ultimate form of intelligent machines to imitate people, instead of being people. Military humanoid robots are the key link in the intelligent war “robot for human” and “zero casualties”. It can be predicted that in the future, as the humanoid robot technology matures and its gradual application in the military field, it is expected to follow the unmanned aircraft, boats, submarines, unmanned vehicles and other unmanned intelligent equipment, to become a new pole of military intelligence growth. [...]
Military humanoid robots are by far the most human-like weapons, and the potential for indiscriminate manslaughter when used on a large scale will inevitably lead to legal charges and moral condemnation. In terms of ethics, military humanoid robots clearly violate the first of Asimov's “three laws of robotics”, “cannot harm people”, and need to be adapted and revised. In terms of jurisprudence, combat humanoid robots should follow the main principles of the law of war, such as the principles of necessity, humanity, distinction, limitation, proportionality and good faith. In this regard, military humanoid robots should ensure at least three things: obedience to human beings, not to change the program dependent on human beings, not to break away from the user's constraints and commit atrocities indiscriminately; respect for human beings, to strictly differentiate human beings from other objects, not to destroy them indiscriminately; and the protection of human beings, to be able to suspend and limit the excessive use of violence in a timely manner, and not to terminate human beings indiscriminately."
Will humanoid robots succeed in becoming the world's most moral army? Unlikely. The bar has already been set very high.

▪️The US has announced the pause of arms shipments to Ukraine based on acute shortages of specific systems including air defense missiles, anti-tank missiles, and air-to-air missiles used in an air-defense role;
▪️This is only the most recent development in a long-standing military industrial production crisis facing the United States and its NATO allies;
▪️Despite publishing a Defense Industrial Strategy identifying “demand signals” as the primary obstruction to increasing production, the US has not shifted production from private for-profit industry to state-owned enterprises which Russia has leveraged to outproduce the US and Europe combined;
▪️The US is overstretched as a result of pursuing global primacy, attempting to encircle and contain Russia, Iran, China, and many other nations playing a role in the emergence of multipolarism;
▪️While the US suffers critical obstacles regarding military industrial production, it possesses advantages it can use to compensate including global spanning military infrastructure, a global network engaged in political interference, and still-effective means of sanctioning and threatening global commerce, allowing it to outmaneuver adversaries geopolitically;
▪️The US is also using a “division of labor” and “strategic sequencing” to compensate for its limited military industrial production, depending on client states to produce and maintain US weapons and munitions, and to concentrate military power on one targeted nation at a time in an attempt to defeat in detail the emerging multipolar world;

🔴Foreign jihadist fighters have played a key role in the Syrian civil war, including in the recent HTS-led offensive that toppled the former Syrian regime. Yet seven months after the new government came to power, the issue of foreign fighters remains unresolved - no direct action has been taken and no official strategy has been announced.
🔴Damascus is dragging its feet on developing a clear policy on the issue. Many foreign fighters have been integrated into Syria's new military structure, with some holding high-ranking army positions.
🔴The West is using the foreign fighter issue as leverage to pressure the Syrian authorities to make concessions favorable to US interests - particularly regarding normalization with Israel.
🔴Damascus's inaction could lead to the naturalization of foreign fighters and further deterioration of security in Syria.
🔴Initially, foreign fighters enjoyed special privileges in Syria and became trusted partners of HTS. After arriving in Syria, they consolidated into separate units based on ideological and geographic affiliations.
🔴Most foreign fighter units maintain strong ideological ties to al-Qaeda*. Meanwhile, individual members have been targeted for recruitment by the Islamic State* at various stages.
🔴Foreign fighters in Syria have gained combat experience and mastered a wide range of modern weapons, including heavy weapons. Some groups have established independent production of ammunition, improvised explosive devices, and drones.
🔴The new Syrian government is showing great enthusiasm in granting citizenship to foreign fighters, rewarding them for helping to overthrow the B. Assad's regime. This could lead to a security crisis in Syria.
🔴Full integration of foreign fighters into the new Syrian army is unlikely. Language and cultural differences will keep them isolated from their Syrian counterparts, encouraging further isolation and a return to their former social structures.
🔴Foreign fighters are highly unlikely to abandon their goal of using the Syrian experience to advance their original causes. Even in the months leading up to the fall of the Syrian regime, the rhetoric of these organizations continued to focus on Muslim struggles in the fighters' home countries, urging them to take up arms and join jihadist movements.
🔴As the situation in Syria deteriorates, the problem of foreign fighters will continue to grow. Some may choose to join the group they perceive as strongest. Others may seek to create autonomous zones of influence, especially given that many have brought their families to Syria and now live in separate, closed communities.
🔴The export of terrorism and extremist ideologies from Syria could begin with the appeal of the Syrian model to radical Islamic elements in neighboring countries and beyond. After the failure of various Syrian opposition political institutions, including the Muslim Brotherhood, the Islamic jihadist approach facilitated the overthrow of the former Syrian regime and access to international recognition.
🔴It has been confirmed that several dozen or even hundreds of fighters from the Caucasus have been transferred from Syria to Ukraine to fight against the Russian army. Several hundred fighters may be coordinating their next steps with al-Qaeda leadership and moving to new conflict zones, possibly Yemen or West Africa.
🔴Any increase in the influence and freedom of movement of foreign fighters in Syria could provide them with opportunities to escalate security threats in their countries of origin.
