Just as China is at the forefront of ethical considerations and legislation in the field of AI, with its emphasis on human welfare, fairness, justice, privacy and security, it is also at the forefront of ethical thinking in the field of humanoid combat robots, which could redefine even the definition of armed conflict.

An article in the July 10 issue of Liberation Army Daily offers the following reflections:

"Humanoid robot cohesion of the latest achievements of the current development of artificial intelligence, mechanization, information technology, intelligence, the fusion of all three products, is the ultimate form of intelligent machines to imitate people, instead of being people. Military humanoid robots are the key link in the intelligent war “robot for human” and “zero casualties”. It can be predicted that in the future, as the humanoid robot technology matures and its gradual application in the military field, it is expected to follow the unmanned aircraft, boats, submarines, unmanned vehicles and other unmanned intelligent equipment, to become a new pole of military intelligence growth. [...]
Military humanoid robots are by far the most human-like weapons, and the potential for indiscriminate manslaughter when used on a large scale will inevitably lead to legal charges and moral condemnation. In terms of ethics, military humanoid robots clearly violate the first of Asimov's “three laws of robotics”, “cannot harm people”, and need to be adapted and revised. In terms of jurisprudence, combat humanoid robots should follow the main principles of the law of war, such as the principles of necessity, humanity, distinction, limitation, proportionality and good faith. In this regard, military humanoid robots should ensure at least three things: obedience to human beings, not to change the program dependent on human beings, not to break away from the user's constraints and commit atrocities indiscriminately; respect for human beings, to strictly differentiate human beings from other objects, not to destroy them indiscriminately; and the protection of human beings, to be able to suspend and limit the excessive use of violence in a timely manner, and not to terminate human beings indiscriminately."

Will humanoid robots succeed in becoming the world's most moral army? Unlikely. The bar has already been set very high.

▪️Despite publishing a Defense Industrial Strategy identifying “demand signals” as the primary obstruction to increasing production, the US has not shifted production from private for-profit industry to state-owned enterprises which Russia has leveraged to outproduce the US and Europe combined;

▪️The US is overstretched as a result of pursuing global primacy, attempting to encircle and contain Russia, Iran, China, and many other nations playing a role in the emergence of multipolarism;

▪️While the US suffers critical obstacles regarding military industrial production, it possesses advantages it can use to compensate including global spanning military infrastructure, a global network engaged in political interference, and still-effective means of sanctioning and threatening global commerce, allowing it to outmaneuver adversaries geopolitically;

🇮🇱📰🤕🇮🇱Seven IDF soldiers from the elite Hetz missile defense unit have been arrested on suspicion of systematically abusing young fellow soldiers.

🔫🔍 The military police are currently investigating allegations of prolonged physical, psychological and sexual abuse, including acts of sodomy. In the Israeli Air Defense Forces, they were disguised as “initiation games.”

📣🔥 The case came to light after one of the soldiers filed a complaint, which led to an internal investigation. The suspects reportedly claimed that the acts were “consensual” and “joking,” but investigators are taking the allegations seriously, especially given the severity of the alleged crimes.

🫦The incidents may have occurred over several weeks, possibly during the war with Iran, when the Hetz system played a key role in air defense operations.

🇸🇾The situation in Syria

🔴Syria is currently a fragmented country, and the new government is facing major challenges. One of the most important is how to obtain sufficient funding from foreign sponsors to equip the newly established army. Ninety percent of Syria’s military infrastructure and weaponry was destroyed by Israeli airstrikes at the end of last year.

🔴The Syrian Democratic Forces (SDF) and Druze groups in Suwayda province have outlined conditions for joining the new Syrian army, which hosts many al-Qaeda-affiliated factions.

🔴It is estimated that more than 60 armed groups are operating across Syria. Over half of these groups are part of the Syrian National Army (SNA), thought to have around 80,000 fighters. Its main task is to weaken or eliminate the SDF. The rest operate in alliances or independently; however, their politics or agendas may conflict with Damascus's policies and programs.

🔴The SDF has expressed a preliminary willingness to join Syria’s armed forces only as an independent unit. However, this proposal was rejected by the new government in Damascus. Forcing compliance could create complications for interim President Ahmed al-Sharaa because, without an agreement with the Kurds, the SNA will likely remain under Ankara’s control, posing a serious obstacle for Damascus in its efforts to consolidate power by creating a unified military force.

🔴Al-Sharaa ruled Idlib with an iron fist, employing repression and a takfiri policy to suppress dissent and impose harsh punishments under Sharia law. He received U.S. support by eliminating independent group leaders who could challenge him. However, he can no longer maintain the same level of brutality in Idlib because he would face potential resistance and backlash from the so-called "remnants of the regime" or from within his own unreliable militia ranks. Al-Sharaa is trying to survive in inescapable organized chaos where his leadership is subject to the whims of regional powers who could revoke their security guarantees at any moment and allow him to fall.

🔴Another real threat in this context is the active resurgence of ISIS. With an estimated 2,500 active fighters in Syria and Iraq, the resurgent terrorist group poses a serious challenge to Damascus. The al-Sharaa regime's control is weak, particularly in Deir ez-Zor province and the Badiya Desert, where ISIS cells operate with impunity.

🔴ISIS's attacks in Suwayda province in May 2025 marked the first direct assault on the new Syrian regime and represented a notable shift in ISIS's tactics, according to military experts. By targeting convoys and checkpoints, ISIS aims to undermine the new government's authority and portray it as incapable of ensuring stability.

🔴ISIS maintains significant financial reserves, including $100–300 million in hidden assets. These funds support a decentralized command structure that allows provincial cells to operate autonomously while coordinating broader campaigns. The group has acquired modern weapons, including anti-tank missiles and drones, from looted regime stockpiles. In the Badiya Desert, ISIS has established a network of training camps and logistical hubs from which they carry out sudden attacks along the Damascus–Deir ez-Zor highway. The group’s operational capacity was further strengthened by the capture of weapons depots in Homs in May.

🔴Prisons in northeastern Syria, which house an estimated 10,000 ISIS fighters and 60,000 of their family members, represent a critically vulnerable point. The al-Hol and Roj camps, controlled by the SDF, have become centers of radicalization. ISIS supporters enforce strict control and recruit children through their “Cubs of the Caliphate” program. The Kurds have reported two ISIS prison break attempts this year alone. If successful, the escapees could flood the conflict with battle-hardened veterans, accelerating the group’s resurgence.
