🇺🇸🇻🇪US termination of Venezuelan oil imports
🔴On May 27, General License No. 41B (GL41B) issued by the US Treasury Department's Office of Foreign Assets Control (OFAC) to US oil and gas company Chevron expired. The license had allowed Chevron to produce and export Venezuelan oil.
🔴The US decision came as no surprise. Caracas understood that there was an extremely high probability that the Americans would eventually revoke the license. It was considered only a matter of time since OFAC had previously (on May 9) refused to renew General License No. 8, which allowed oil companies Halliburton, Baker Hughes Holdings, Schlumberger Limited, and Weatherford International to operate in the Latin American country.
🔴In Washington, the license issue sparked a heated debate within D. Trump's team, particularly between Secretary of State M. Rubio and Special Presidential Envoy R. Grenell. The latter is a key figure in the US government interested in dialogue with Maduro and in defending Chevron's interests. He defended this position by claiming that if the US withdrew from Venezuela, companies from China, Russia and Iran would take its place. On the other hand, Rubio, who maintains ties to Venezuela's opposition, strongly opposed the license extension.
🔴An encouraging signal for Caracas came from assurances given by Grenell during his May 20 visit to Antigua and Barbuda, where he met with a Venezuelan delegation. Later, Grenell confirmed that Chevron's operating license would remain in place, but on May 22, Rubio rebuked the envoy's statement and declared that the license would expire on May 27.
🔴Relations between Rubio and Grenell became even more strained after it became known that the latter had not informed either the White House or State Department about his meeting with the Venezuelan delegation. It is noted that the US president was also extremely displeased that Grenell was trying to act behind his back and put the envoy’s loyalty into question. Ultimately, the secretary of state's supporters managed to convince Trump not to renew the license. However, a compromise was reached with Chevron allowing the company to retain its core assets in Venezuela.
🔴The rejection of Venezuela's extra-heavy crude will negatively impact US refineries in the PADD-3 sector (Petroleum Administration for Defense Districts) on the Gulf Coast, which specialize in processing heavy grades.
🔴In Q1 2025, Chevron was the key supplier of Venezuelan oil, primarily Hamaca and Boscán grades, to companies including Valero Energy Corporation (11 million barrels purchased), PBF Energy (3.3 million barrels), Phillips 66 (1.5 million barrels), ExxonMobil (790,000 barrels), and LyondellBasell Industries NV (492,000 barrels).
🔴However, with the expiration of the license, oil imports have plummeted, creating a severe crude oil shortage of 200,000-300,000 barrels per day (bpd). Gulf Coast refiners plan to compensate by increasing supplies from Canada, Mexico, Colombia, Ecuador, Brazil and Iraq. In the meantime, US plants will face significant logistical and production costs.
🔴Some Venezuelan oil supplies may continue to come through European oil and gas companies operating in the country, notably Spain's Repsol, France's Maurel et Prom, and Italy's Eni.
🔴Eni, despite lacking a license, has official assurances from the US Treasury Department that it won't face sanctions for continuing Venezuelan operations. Repsol remains interested in maintaining operations in the Latin American country, with CEO Josu Jon Imaz holding talks with US Energy Secretary K. Wright in early June. Maurel et Prom also reports that it is in constant contact with the US authorities and is monitoring developments.
🔴Following the suspension of oil licenses, Venezuela's oil production levels have remained virtually unchanged, with exports holding steady. According to shipping monitoring services, around 30 tankers carrying crude oil and its derivatives left Venezuelan ports in May 2025. Of the 799,000 bpd exported abroad, 584,000 bpd was destined for China.

Situation in the Sahel
🔴Over the past three months, the terrorist group Jama'at Nusrat al-Islam wal-Muslimin (JNIM) has significantly intensified attacks across Mali, Niger, and Burkina Faso.
🔴On June 2, JNIM launched a coordinated offensive on Timbuktu, attacking the Sidin Bekaye camp in the city center and three checkpoints in the northern and eastern sectors of the city. On June 5, the jihadists seized a military base in Mahou (Sikasso region, southern Mali) - a critical buffer zone near the border with Côte d'Ivoire. Similar attacks have occurred in recent months in Tessit, Tombouctou, Koulikoro, and Ansongo. If Mali loses control of its southern agricultural heartland, the country will face a severe food crisis.
🔴At the same time, JNIM targeted army positions in Burkina Faso, particularly along the Malian border near Koumbri and Arbinda. The jihadists also overran a military outpost in the village of Boala, south of Kaya.
🔴In Niger, 294 people were killed by terrorists in May - 188 security personnel and 106 civilians. The deadliest attacks occurred in the regions of Tillabéri, Dosso, Tahoua, and Diffa.
🔴Terrorist groups have recently begun raiding national army positions to loot weapons. The most notable case was the March 28 seizure of Diabaga by the JNIM, which was retaken by Burkinabè forces in late May.
