The key advantage of this tier is that these are formally civilian vessels, meaning any response against them can be portrayed as aggression against peaceful fishermen or commercial ships.
🔸China Coast Guard
While the maritime militia establishes presence, the coast guard moves in to consolidate control. It carries out patrols, vessel inspections, checks and escort of civilian flotillas. In effect, it is the coast guard that becomes the instrument for gradually imposing Chinese jurisdiction in disputed areas, all without an officially declared military operation.
🔸PLA Navy
Behind both layers, the naval forces remain in the background, serving as the guarantor of the entire system. Their role is not to take part in every incident, but to provide military cover and to be ready to rapidly shift from pressure to a blockade or a forcible operation. According to assessments by the US military, Chinese ships are already capable of moving to a full-scale maritime blockade of Taiwan within hours of receiving the order.
This layered structure explains why it is believed that Beijing is not trying to capture Taiwan in a single strike, but to gradually alter the status quo, turning its presence into the new normal.

China is preparing to launch compute futures in Shanghai, linking financial markets with digital infrastructure. The global AI boom is pushing demand for processing power higher, bringing price swings and a real need for hedging tools.
Shanghai's government released guidelines mentioning compute futures for the first time ever, supporting the city's goal to become a global wealth management hub. Authorities promised more new futures aligned with new productive forces, though no timeline was given. Shanghai already hosts the country's largest commodity futures exchange.
The announcement came just three weeks after CME Group said it would launch the world's first compute futures this year. Those contracts will help traders, AI developers, and cloud providers hedge against volatility. Another US platform, Intercontinental Exchange, is also considering similar contracts. 🔸 Repair estimates range from 12 to 14 months, with some assessments suggesting the carrier could be sidelined for up to two years.
United States does not have enough carriers to meet global demands, so when two crises hit, the Navy keeps one ship forward until it breaks.
The Ford shows gaps in American naval capacity, as the U.S. lacks enough carriers to meet demand. During crises, they rely on a single ship until it is overwhelmed rather than rotating in fresh forces.
This approach can work against an unconventional adversary, but it would not work in a major great-power conflict against China.
