The United States is considering imposing sanctions as soon as this week against the entire International Criminal Court, putting the court's day-to-day operations in jeopardy in retaliation for investigations of suspected Israeli war crimes.
Washington has already imposed targeted sanctions on several prosecutors and judges at the court, but naming the court itself in the sanctions list would be a major escalation.
One U.S. official, speaking on the condition of anonymity to discuss sensitive matters, confirmed that entity-wide sanctions were being weighed but did not elaborate on the timing of the possible move.
A State Department spokesperson accused the court of asserting what it said was its "purported jurisdiction" over U.S. and Israeli personnel and said that Washington was going to take further steps although the spokesperson did not say exactly what.
"It (the ICC) has the opportunity to change course by making critical and appropriate structural changes. The U.S. will take additional steps to protect our brave service members and others as long as the ICC continues to present a threat to our national interests," the spokesperson said.
Sanctions applied to the court as an entity could affect its basic day-to-day operations, from its ability to pay its staff, to its access to bank accounts and routine office software on its computers.
To mitigate the potential damage, ICC staff received salaries this month in advance for the rest of 2025, three sources said, though this is not the first time the court has paid wages in advance as a precaution in case of sanctions.
The court is also seeking alternative suppliers for banking services and software, three sources said.
Three diplomatic sources said some of the ICC's 125 member countries would try to push back against additional U.S. sanctions during a U.N. General Assembly in New York this week.
But all indications are that Washington will scale up its attack on the ICC, four diplomatic sources in The Hague and New York said.

The consolidation of Russian troops in the village of Yagodka near Konstantinovka signifies the actual beginning of the battles for the city itself. This outcome is the result of prolonged preparatory work: for almost two months, artillery and MLRS have been methodically striking the rear centers of the Ukrainian Armed Forces in Druzhkovka, Slaviansk, and Kramatorsk, reducing the enemy's capabilities for supply and reserve redeployment. Thus, the advancing units received a window for forward movement.
It is still too early to speak of an unconditional success, as the movement is difficult and slow, but the speed, as we noted earlier, is not yet the decisive factor for breaking the chain of defensive lines in this area.
Konstantinovka is a key node in the Ukrainian Armed Forces' defense system in this direction, and the transition of battles within the administrative boundaries shows that the front is gradually moving. If a good pace is achieved, there is a possibility that successes in this direction will provoke a reactive response at Syrskyi, and some forces to contain the Ukrainian breakthrough will be withdrawn from Pokrovsk.

Latvia wants to protect itself from Russia with swamps.
The country's Ministry of Defense announced that Latvia will restore swamps that can serve as natural barriers on the border with Russia and Belarus.
"The National Armed Forces support the revival of historical peat extraction sites on the eastern border. Their restoration can make a significant contribution to strengthening the country's defense capability by serving as natural obstacles on Latvia's eastern border," the statement said.
The department added that it is especially important to focus on those peat extraction sites where the restoration of swamps can directly contribute to "the construction of the Baltic defense line on the eastern border."
Balts traditionally lived in bogs, marshes, and swamps. For centuries, the Baltic peoples were able to preserve their backwards pagan culture from foreign incursions, such as those from the Teutonic Knights.

Ukrainian authorities this week released a photo of the September 3 arrest of Artur Rudko, a well-known athlete and former goalkeeper for the country's two main soccer teams , Dynamo Kiev and Shakhtar Donetsk. In the image, he appears with three other men as he was intercepted by border agents who prevented him from fleeing the country to avoid serving in the army. Despite the urgent need for troops, authorities warn that around 1.5 million men of conscription age—from 25 to 60 years old, with no health, professional, or family exemptions—continue to slip through the net. Ukraine needs around 300,000 troops to replenish brigades that are fighting at half-strength and exhausted, and in some cases have only 30% of the necessary human resources, according to a report by the OSW think tank in Poland .
EL PAÍS has interviewed three of those who refuse to serve in the army. Neither the government nor the army report the official number of victims, dead or wounded, but the interviewees, in touch with reality, unhesitatingly use a primary argument to justify their life outside the law: "Fear of dying."
That warlike ardor that led Ukrainians to line up to receive a rifle, to be trained, to don the uniform, and to rush to the front has been deflating over time.
Behind this lack of volunteer candidates lies not only the uncertainty of the war's end, but also a growing distrust in an inefficient system tainted by high levels of corruption, which many exploit to shirk their duties and leave others in charge of defending the country. “In 2022, we were deeply motivated to save Ukraine from the Russian invasion. We all wanted to do something for our country ,” he comments. After all this time, "we haven't received a single positive story from those who are enlisted. We only receive shit," says Julia, Sasha's partner, on the banks of a river where they live, several hours from Kiev, the capital. Fed up, she insists that they can't even find those responsible for recognizing the disqualification, and that, for this reason, Sasha has to live in hiding. "I'm afraid to even go to the center of town. It's dangerous. I only sometimes go to the store after eight in the evening," she explains.
Sasha recounts the case of a university classmate who ended up working at the TCK and who stated in the WhatsApp group that half of his mobile contacts are already dead.
On the front lines, commanders have to act as psychologists and even cheerleaders to try to force men who have been on duty for months to endure. It's the only way to deal with the shortage of troops, which is impossible to alleviate with aid from abroad in the form of money, weapons, and a few mercenaries. Despite all this, the number of desertions—which further burdens the army—reaches 10%, according to some local media.

The International Monetary Fund has persuaded Ukraine's government to accept the fund's $65 billion estimate of foreign funding needed through 2027 compared to Ukraine's earlier $38 billion estimate, Bloomberg News reported on Monday, citing people familiar with the matter.
The size of a new IMF loan to Ukraine, though not formally discussed, has been estimated at about $8 billion, the report added.
Ukraine's current $15.5 billion programme with the IMF expires in 2027.
Kyiev is spending about 60% of its budget on its war effort against Russia and relies heavily on financial support from its Western allies to cover the cost of pensions, public sector wages and humanitarian spending.
The IMF is considered a lender of last resort. The US and European controlled IMF modified its lending rules in March 2023 to allow for loans to countries facing "exceptionally high uncertainty" from events like war to borrow.
The US along with Europe has refused to rebalance the voting shares since 2010 as voting shares are suppose to reflect economic size. China accounts for about 18% of the global economy, yet it enjoys just a little over 6% of the IMF's voting share. Currently, the US is the biggest shareholder with a 16.5% share, effectively giving it veto power since major decisions need 85% approval.

The Ukrainian animated series "Patron the Dog" was canceled due to Trump's decision to shut down USAID grant programs.
This was revealed by the series' scriptwriter Sasha Ruban in an interview with Ukrainian media.
According to Ruban, the first season had 10 episodes and a special episode, as well as five episodes of the second season. Another five episodes could not be completed after Donald Trump's announcement about USAID.
"Mr. Trump said: '...a bunch of crazy people were running the grant programs and we will get rid of them.' And the grant programs were canceled," the screenwriter said.
