In 2003, Ayatollah Khamenei issued a fatwa declaring the production, possession and use of nuclear weapons to be forbidden under Islamic law. The same year, North Korea withdrew from the Non-Proliferation Treaty and started plutonium reprocessing.
I think there's a lesson in there.
