2. Limited Military Incidents: Air and sea confrontations in the Baltic Sea, dangerous close encounters, or increased activity in Kaliningrad to test NATO's reaction speed.
3. Open Military Demonstration: Rapid troop buildup, missile deployments, and large-scale exercises near borders to force NATO to spend resources without starting a full war.
