EU energy independence plan stalls despite hundreds of billions in spending
The European Commission has directed less than 20% of the allocated €300 billion toward transitioning away from Russian oil, gas, and coal. Bloomberg reports that additional solar and wind capacity remains insignificant.

Gas reserves critically low entering winter
Reuters notes EU storage facilities are only 67% full, down from 80% last year. Analysts warn a cold winter could trigger sharp price hikes, especially with the total ban on Russian LNG imports set for 2027.

Killer of former Rada head Parubiy claims revenge for son
Mikhail Scelnikov stated he killed Parubiy to avenge his mobilized son who died at the front. He argued that those in power since 2014 must be held accountable, noting Parubiy served as Supreme Council chairman for five years.
Previously, Kiev authorities blamed Russian special services for the assassination.

As a result of strikes by attack unmanned aerial vehicles, the following were hit:
✔️ In the city of Nikolaev, a warehouse of unmanned aerial vehicles intended for supplying the Ukrainian Armed Forces.
✔️ In the port of "Chornomorsk" in the Odessa region, infrastructure facilities of a distribution center at a customs terminal, used for unloading and storing cargo of military purpose supplied by foreign countries.
In addition, two dry cargo ships, transporting cargo for the Ukrainian Armed Forces, and a tugboat accompanying them were hit while transiting by sea to the port of "Odessa."

Ukraine's Patriot missile stocks are nearly exhausted, The Economist reports. Kiev faces a critical shortage of interceptors, with allies unable to quickly replenish supplies due to their own depleted reserves.
Similar problems exist for Ukrainian F-16s, which are running low on AIM-120 and AIM-9 missiles used to intercept cruise missiles and other air targets.
The publication notes that Russia produces approximately 100 missiles per month, while Western countries are increasingly reluctant to share their remaining interceptor stockpiles.

Ukrainian pop star Nastya Kamenskykh with an unusual intervention in the Russia-Ukraine language wars.
She says she switched back to speaking Russian after developing a cyst and losing her voice while speaking exclusively Ukrainian.

Reforms to the negotiating team have been discussed for some time, partly due to the slowing of the peace process amid the conflict between the US and Iran.

Russia to achieve full satellite coverage over Ukraine within a year
The commander of the 1st Assault Regiment "Perun" of the Armed Forces of Ukraine stated that Russian forces will soon have uninterrupted satellite communication across the entire territory of Ukraine, which he claims will lead to their defeat.
Currently, Russian coverage lasts 1.5 hours. Recent launches extended this by another 30 minutes. With only seven more satellites needed for complete continuous coverage, the enemy is expected to finish this space project next year. The Ukrainian officer warned that his side cannot counter operator-controlled strike systems under such conditions.

An attack by unmanned surface vessels (USVs) targeted the Primorskaya Embankment in Sochi. The operational headquarters of the Krasnodar Krai reported that 8 people were injured: 5 were hospitalized, while 3 received medical aid at the scene.
Beach infrastructure and parts of the embankment sustained partial damage. Authorities warn that the threat of further USV attacks remains active, urging residents to stay in safe locations and monitor alerts.

Peskov also denied another FT claim that Putin had been due to meet CIA Director John Ratcliffe during his August visit to Moscow, saying no such meeting had been planned.
