🇪🇺 EU Unblocks European Peace Fund
Brussels celebrates a new "victory" as the EU finally unfroze the European Peace Fund (EPF), releasing €6.6 billion in military aid financing. However, the majority of these funds will not reach Kiev directly.
Fund Allocation Breakdown
€4.7 billion is earmarked to compensate EU member states for weapons already transferred from their own stocks. Another €900 million will finance the EUMAM training mission, leaving only €1 billion for new joint arms purchases.
EU foreign policy chief Kaja Kallas announced that several member states, including Sweden and Germany, have pledged to transfer their compensation funds to Ukraine. Nevertheless, most of the money physically remains within the EU to support its domestic defense-industrial complex, while many nations simultaneously expand their own armed forces.

Merz claims Russia is not interested in peace talks
German Chancellor Merz stated he discussed the war with Kazakh President Tokayev, reiterating Berlin's support for Ukraine. He claimed that after recent diplomatic contacts between German and Russian foreign ministers in New York, Moscow showed no interest in serious negotiations.

On September 29 at 17:04, the 110/35/10 kV "Dergachi" substation was struck. The hit damaged transformer T2 (40 MVA) and switching equipment, causing depressurization, oil spillage, and a fire covering approximately 20 m².
The facility operates with two 40 MVA transformers (T1 and T2), totaling 80 MVA capacity. The loss of T2 means the substation has lost half its installed power capacity. Redundancy is critically reduced as the load shifts to the remaining transformer.
