APPSC presented almost a mini truck load of records and hard disks with the CCTV recordings to the High Court which obviously was not gone into during the year long trial.
Interestingly, the hearings in the above batch of cases (32 WPs) closed after a year long intensive and extensive arguments in August 2023. But the judgement was suddenly released after a gap of 7 months on 13th March 2024, just 4 days before the Prelim Exams date of Group1 2023 notification (scheduled on 17th March 2024). The then Leader of Opposition, now our Hon CM, held a press meet on 15th March levelling serious allegations on the evaluation on the basis of the judgement. Fortunately, there were no disturbances to the Group1 Prelims held two days later on 17th March. That the judgement is severely skewed and erroneous in its facts, its inferences and conclusions is known to everybody. Therefore our Writ Appeal before a Bench stayed its proceedings. It is unfortunate that it kept getting adjourned until now. However, the timing of the judgement coming at that crucial juncture just before the Group1 Prelims and just before the Gen elections has also not gone unnoticed.
The APPSC did not and could not go to the media to refute and clarify publicly the allegations made was because, firstly, as stated above the matter assumed intense political overtones with the atmosphere vitiated by elections just around the corner and APPSC being a constitutional body, did not wish to get dragged into any political controversy. Secondly, since the matter was subjudice we could not be making any statements whatsoever as regards the matter and contents of the judgement. Other than saying that we would go in for an appeal. Copy of the Writ Appeal filed by APPSC is also enclosed below for your reference.
Infact, the subject matter of 2018 Group1 has been dogged by intense litigations and we were being bound by legal advise as to handling its contents, which included restraining from giving out the marks until completion of the legal and judicial process. Therefore, APPSC could not release the marks. We did release the marks of the 2022 Group1, however not that of the interview (other than to the candidates), keeping in with the past procedure and practise and as per the notification. (There was only one exception in the past ie that of 2016 notification). This is a matter for future relook at and rectification as I am also in favour of complete transparency which includes releasing the individual interview marks for public view as being done by the UPSC.
If there is any other point which needs clarification please do let me know. It is with much hesitation that I decided to respond to your message. What prompted me was the quality of your earlier proposals for reforms which made lot of sense. At the same time I am not sure whether you are who you claim to be. For here the stakes are high and there are many masquerading vested interest groups. Best wishes always.

Dear Sudarshan please rest assured there is nothing amiss in the mentioned processes of APPSC selections which should cause you anxiety. Transparency and accountability has been at the very core of it. At least during the time I was Chairman. They are verifiable and auditable.. every step of it.
That apart, there has been a constant endeavour to improve its functioning by bringing in reforms going into and rationalising various associated processes, which includes syllabus, contents, exam pattern, evaluation methodologies, use of technology, study of contemporary trends etc etc all towards efficiency, transparency, accountability, quick deliveries and predictability in all its engagement.
Unfortunately, APPSC is a constitutional body and cannot be constantly joining issues publicly at the insinuations constantly hurled at it since it tends to get politically embroiled. It had become a culture understandably due to crisis of credibility emanating from past performance and prevailing culture. Most of which are fuelled by vested interest, political and populist considerations. I wanted to buck that trend and insulate and isolate the commission from politics as expected from a constitutional body. And demonstrate its intent and efficacy through performance and deliveries rather than mere words.
As regards your other observations on 2022 Group1 evaluations. I must say that it was perhaps the most scientific assessment of papers in the prevailing system so far. It was done not 2 weeks as stated by you, but took 3 weeks and 2 days to complete. Here too we could cut the time by half, by adopting simultaneous two evaluations rather than doing the second evaluation (as part of the normalisation) only after the completion of the first evaluation done before. And I am sure you are aware that only if the difference between the first two evaluation marks is more than 15% then it is sent for the 3rd revelation. The whole processes was under close scrutiny this time as we were studying it by constituting a Committee which was preparing and proposing the reforms in the Group1 exams (which we eventually submitted later thereafter). Therefore your understanding is not correct in this regards.
Further, as regards the evaluation of 2018 Group1, it has been reiterated in the court clearly, concisely and consistently that there was only ONE and ONLY ONE manual evaluation done as per the court orders.
And to the allegations and the contentions of a camp at Haailand and all the tell tale evidences of the so called evaluation between December 2021 and February 2022, we did agree that there was a preparation for a Camp at Haailand for manual evaluation, BUT NO evaluation eventually took place there. We have submitted time and again and clearly explained to the Hon High Court all the pieces of evidence filed by the petitioners during the elaborate trial process. There was NO Manual evaluation done at Haailand. Preparations for a camp.. yes.. but no manual evaluation.
Manual evaluation was only done between March and May 2022. As many as 162 Profs, Associate & Asst Profs and senior Lecturers were mobilised from universities across the state and Telangana, who sat in the camp for nearly 2 months to complete the evaluation. Therefore manual evaluation process is not a simple BUT a massive exercise of mobilisation and logistic arrangements. Something which cannot go as unnoticed and as a clandestine activity. Furthermore, we have all the activities and every stage of the process monitored and captured in CCTV cameras, recordings of which are available for verification for posterity. Data of the various stages and process are also digitally captured and stored. They are all accountable and verifiable. For now and for ever.
Mere allegations made by the petitioners in the court with no further substantiating or credible evidences amounts to mere insinuations. They at no stage whatsoever during the elaborate trials could prove that a manual evaluation was done at Haailand.

But, we were disappointed in a few aspects. As you know sir, any constitutional body stands on two pillars - *TRANSPARENCY* and *_ACCOUNTABILITY_*. But both were missing in the last 3 years.
For instance, marks of 2022 Group1 were never disclosed fully - especially subject wise and interview marks of selected candidates.
No accountability for poor evaluation in 2022 mains ( done in less than 2 weeks).
Further, no answer from APPSC either in the court or in the public regarding double evaluation of 2018 Group 1 mains. Now everyone was suffering due to that .
Lastly, we tried for ur appointment a lot to explain the grievances of aspirants, but never allowed into APPSC by the staff
