Observers geolocated the video. It happened in Burnsville, NC at 7:18 PM local hours. The callsign is FURY147 and it appears to be a U.S. Army helicopter.
After it performed the rotor-wash, the helicopter then sped away in an unknown direction.

🇺🇸🤝🇵🇭 U.S. Marines Deliver Emergency Relief... not to North Carolina but to the Philippines
III Marine Expeditionary Force, directed by USINDOPACOM, has sent personnel and equipment to transport foreign disaster relief (FDR) supplies via KC-130J Hercules aircraft to affected locations within the Republic of the Philippines.
They will join personnel from I MEF’s 15th Marine Expeditionary Unit and Marine Rotational Force – Southeast Asia, who are already located in-country for training, to facilitate the efficient distribution of materials. Humanitarian assistance supplies include tarps, shelter kits, food packets, and other non-food items.
Two Marine Corps KC-130Js departed Okinawa, Japan, and arrived in Manila on Oct. 5 in order to support the on-going relief efforts.

A Department of Homeland Security inspector general’s report from August reveals more than $7 billion remain in emergency funding that could be used for natural disasters — even though DHS Secretary Alejandro Mayorkas said last week none was available after Hurricane Helene.
Mayorkas, 64, told reporters following the devastation of Helene in North Carolina, Tennessee, South Carolina, Georgia, Alabama and Florida that the Federal Emergency Management Agency (FEMA) “does not have the funds” to endure more hurricanes this fall.
“We are expecting another hurricane hitting,” the DHS chief said Oct. 2, days before Hurricane Milton began picking up speed in the Gulf of Mexico. “We do not have the funds. FEMA does not have the funds to make it through the season and what is imminent.”
