This was an extremely important presidential action President Trump signed which essentially “knee capped” the career senior executive service (“SES”). The SES is comprised of approximately 8 to 9k G-15 level executive bureaucrats who serve in key positions just below presidential appointees and are the essential link between a presidential appointee and the rest of the federal workforce. Many of them were appointed by Obama during Trump‘s first administration.

If there is a mutiny among SES members, it can prevent an entire federal agency from effectively performing the will of the president.

During the first Trump administration, The SES opposed Trump’s mandate and were acting as agents of the deep state. The SES is the shadow government.

This is a quiet boom that didn't get the headlines it deserves. SES mental & physical examinations have provided a backdoor for manipulating the workforce for many years.

Mentally unstable & morally compromised (but useful) people got a pass in their evaluations.

People problematic to the deep state got "concerns" raised in their evaluations, so those people could be rotated out.
