🇧🇮🇨🇩⚔️🇨🇩🇷🇼 The Burundian army (FDNB) reportedly deployed two more battalions—or as many as 1,300 troops—in support of the Congolese government in South Kivu province in the eastern DRC in mid-May.

Burundian media reported that the FDNB reinforcements landed near Uvira town via boat on May 15, before deploying toward Minembwe town in the Fizi district highlands and the Mwenga district highlands in South Kivu.

The reinforcements arrived days after Rwandan-backed M23 rebels withdrew from the Ruzizi Plain in South Kivu, an area 20 miles from Uvira and roughly 50 miles from the Fizi and Mwenga highlands.

The FDNB is a crucial state ally to the Congolese government in its fight against M23 and M23-aligned militia fighters in the South Kivu highlands and had already begun slowly redeploying thousands of troops to the eastern DRC as M23 withdrew from Uvira between December and January 2025 under US diplomatic pressure.

CTP has noted repeatedly since January 2026 that the Congolese government has used Uvira as a logistic hub to redeploy troops and foreign mercenaries into South Kivu and support air and ground operations against M23 in the absence of a functioning ceasefire with the group since retaking the town.

🇺🇸 Americans Are About to Pay Even More at the Grocery Store

As Americans confront a surge in prices at the pump, another inflation wave is headed for the grocery store.

A combination of factors including bad weather, tariffs and a dwindling cattle herd are already pushing up grocery prices at an above-average pace. In April, they rose by the most in nearly four years, and economists say the impact of the Iran war and a potential El Niño weather pattern will only add to pressures into 2027.

The hit to US household finances from higher grocery bills is set to intensify just ahead of the November midterm elections, amplifying affordability as a defining issue. And to a greater extent than the surge in gas prices, the slower-moving food shock will be difficult to reverse quickly because the size of autumn harvests is determined by planting decisions made in the spring.

“It’s going to be a challenging year,” said Ricky Volpe, an agribusiness professor at California Polytechnic State University who previously worked at the US Department of Agriculture’s Economic Research Service. “Food is going to become less affordable, and consumers should be prepared for it.”

The latest USDA food price outlook, published Friday, projected a 3.2% advance in grocery prices this year, while Volpe said he expects inflation more on the order of 4% to 4.5%.

Outsize price increases so far in 2026 have reflected a mix of bad luck, trade policy and slower-moving pressures linked to climate change. The weather in particular has not been kind to American farmers, who have endured outbursts of record-breaking heat, historic cold, ping-pong size hail and wildfires.

The US saw its warmest-ever start to the year, with temperatures running about 6F (3C) above average through the end of April, according to the National Centers for Environmental Information. The early heat prompted some domestic crops to begin blossoming weeks ahead of schedule instead of remaining dormant throughout the winter, leaving them exposed to subsequent frosts, according to Brad Rippey, a USDA meteorologist.

Beef prices, among the most politically sensitive in the US, rose to a record in April thanks to the smallest cattle herd in 75 years, squeezed by drought and high production costs.

Tomato prices, meanwhile, surged 33% over the last two months after two winter storms brought widespread damage during the peak of the growing season in Florida — while shipments from Mexico were declining following the Trump administration’s imposition of duties on imports.

Heat and drought in the western and central US spell more pressures to come. California accounts for almost half of annual US vegetable and three-quarters of fruit and nut cash receipts, and diminished snowpack in the Sierra Nevada this year — to just 23% of typical levels as of mid-April — has raised concerns about irrigation supplies.

Drought has also spread across the nation’s breadbasket, where staple wheat crops that are typically used to make all-purpose flour or pasta have withered for lack of rain. As of May 19, 70% of US winter wheat production was in areas of drought, along with 25% of corn production, according to the National Drought Mitigation Center at the University of Nebraska-Lincoln.

🇮🇱 Only 3% of Israeli students satisfied national science standards

Most Israeli students are failing to meet the academic benchmarks established by the Education Ministry, according to a report by Israel's Channel 12 that cited leaked findings from official exams carried out last year.

Channel 12 said the Education Ministry tried to withhold the science exam data, which was omitted from the official release.

The leaked figures showed that only three percent of ninth-grade students in Israel satisfied the standards of the science curriculum, while another 16 percent came close but still failed to meet the requirements. Meanwhile, 81 percent of students did not achieve the expected science proficiency level for ninth graders.

Channel 12 reported that the problem extended beyond science and ninth-grade classes, noting that just 37 percent of sixth-grade students met the expected level in mathematics, while only 36 percent fulfilled the English language curriculum standards.

🇺🇸🇮🇱 The Disappearing Aid Check: The Future of US–Israel Defense Support

The United States and Israel are now approaching the renegotiation of their 10-year defense Memorandum of Understanding, or MOU. Israeli officials have said they want to phase out US military grant aid — a position that sounds like a step toward ending US military assistance to Israel. It is not.

What top Israeli officials — including Prime Minister Benjamin Netanyahu — are quietly backing is not a reduction in American support, but a reorganization of it: shifting billions in resources from State Department–administered foreign aid grants into general Pentagon procurement accounts, industrial partnerships, and sustainment pipelines. The shift will strip away the political and diplomatic oversight mechanisms that make the relationship publicly accountable, moving it from a visible annual aid vote into the opaque machinery of defense acquisition, where oversight is limited and political accountability is minimal. The result would be a defense relationship that is simultaneously deeper and less transparent.

Since fiscal year 2019, the United States has provided $3.3 billion per year in Foreign Military Financing, or FMF, grants to Israel, plus an additional $500 million per year for missile defense cooperation. About 25 percent of this FMF grant money has gone toward offshore procurement, or OSP, funds allocated to Israel to spend domestically on its own defense industry and military equipment. Effectively, it is a US subsidy for Israel’s military industrial complex.

This OSP precedent is slated to end with the expiration of the current MOU. This has fueled Israeli proposals to phase out FMF grants altogether, replacing them with a relationship centered on US–Israeli defense integration. This would embed Israeli firms and Israeli–origin intellectual property inside larger Pentagon programs and production. Unlike the foreign assistance process, the military procurement framework would not be subject to the political scrutiny of Congress and the State Department, but would be evaluated on bureaucratic criteria such as cost, readiness, and capability. This shift would likely be justified by reframing US support not as a handout to Israel, but as an investment in American military readiness, industrial capacity, and jobs.

At a time when the US–Israel relationship should be scrutinized in light of Israeli actions that run counter to US interests, such a structural shift would be counterproductive. To avoid this outcome, any procurement-centered relationship should meet these three basic requirements:

Clear metrics to assess whether Israeli participation in Pentagon programs serves US defense requirements.

Program-level transparency regarding the existence, scale, cost, and rationale of each procurement program.

Cross-committee coordination in Congress to ensure visibility and accountability to non-military congressional oversight committees.

Despite $17bn in pledges, organisation is stuck in limbo with no money flowing to projects in Gaza

The US president described the board, which solicited $1bn “lifetime membership” fees from world leaders, as one of the “most consequential” international organisations created. Member states pledged $7bn for the board’s Gaza “relief package”, and Trump promised a further $10bn in US funding.

But four months after its establishment, the board’s financial fund set up by the World Bank has received no money from donors, according to four people familiar with the matter. “Zero dollars have been deposited,” one said.

Rather than use the fund administered by the World Bank, and endorsed by the UN, the board has received donations directly via its JPMorgan account, the board’s spokesperson and another person familiar with the arrangements said.

While the World Bank must report on the financial position of the Gaza fund to contributors and board members, no independent transparency requirements are in place for the JPMorgan account.

A Board of Peace official told the FT that “a number of options were established to receive funding” including the World Bank mechanism and that “at this point, contributors have opted to use other options”.

The Board of Peace “will report its financials” to its own executive board, which is made up of Trump administration officials and other advisers, “at a time deemed appropriate”, the official added.

Contributions of about $3mn from Morocco and $20mn from the United Arab Emirates have helped fund the office of Nickolay Mladenov, the “high representative” for postwar Gaza, and salaries for the Palestinian technocratic committee that the board formed to govern the strip.

The UAE also recently provided $100mn to train a new police force for Gaza, but the programme has yet to start and the funds are frozen, said two people familiar with the matter.

The US state department intends to reallocate about $1.2bn of aid spending for projects related to the board’s agenda. But the funds, which would not go directly to the board, have also yet to be spent.

A senior congressional aide said: “None of that money [has gone to the board]. None of that money is being managed by the Board of Peace. And State tells us there’s no intent to have any of that money managed by the Board of Peace.”

The state department wants to provide about $50mn directly to the board to fund operations, but that also has yet to be distributed. Officials have assured Congress that the board will not be allowed to use the funds until financial controls and other systems necessary to receive US funds are in place, according to the congressional aide.

Trump launched the board with characteristic fanfare in January, prompting some European capitals to fear its purpose was to rival the UN. Its first main mission was to oversee Gaza’s redevelopment after two years of devastating war.

His son-in-law and adviser, Jared Kushner, later put forward glossy models for a futuristic AI-powered Gaza, replete with gleaming towers and luxury amenities. A recent survey by the EU, UN and World Bank estimated more than $70bn would be needed for Gaza’s reconstruction over the next decade.

🇪🇺🇪🇺 The EU moves to ban the rightwing Europe of Sovereign Nations (ESN) group from the European Parliament because it supports remigration

ESN is one of three rightwing groups in the European Parliament, founded by the AfD, Mi Hazánk (Our Homeland), Reconquête and several other smaller parties following the collapse of the Identity and Democracy (ID) group in 2024, with some ID members joining the European Conservatives and Reformists (ECR) while the remainder formed the ESN.

The Authority for European Political Parties and Foundations (APPF) — a watchdog that checks the way EU political parties comply with the EU's Founding Treaties — says that the ESN does not uphold the EU's core values, them being: "respect for human dignity, freedom, democracy, equality, the rule of law and human rights, including the rights of minorities”.

Pascal Schonard, the chief of the APPF wrote a 300 page report containing various screenshots of social media posts by the members of ESN displaying anti-immigration, antisemitic and anti-LGBT rhetoric, including calls for remigration and the depiction of homosexuality as pedophilia.

One of the social media posts highlighted in the letter came from Tomasz Michał Grabarczyk, a national politician for Poland’s far-right Confederation/New Hope party, who wrote this month: “Israel is not just a criminal state. Israelis are a nation of criminals.” New Hope retweeted the post.

The letter focuses on Bulgaria’s Revival, saying it cooperates openly with Vladimir Putin’s United Russia party, as well as accusing it of being behind violent protests in Sofia and attacks against the European Commission delegation in February 2025.

Placing the spotlight on Alternative for Germany, the letter highlights a decision by the German intelligence services in May 2025 to classify the party as a right-wing extremist organization “due to the extremist character of the entire party, which disregards human dignity.”

If the ESN is found to be in violation of the EU's core values, it will be dissolved and the AfD, Mi Hazánk (Our Homeland), Reconquête and every other ESN member will keep their seats in the EU Parliament but will act and vote on laws independently not as an organised group. They will also lose the EU funds that come with an EU political group.

Iran's frozen assets total $24 billion and are stuck mostly in Qatari and South Korean banks.

Speaker of the Iranian Parliament, Mohammed Bagher Ghalibaf traveled recently to Qatar to discuss details of this transfer believing that the U.S. would keep its word on the promise to unfreeze half of the funds.

But today, president Trump backtracked on this promise and now says that sanctions on Iran will never be lifted under any circumstances, not even if Iran hands over their stockpile of enriched uranium.

This shift in Trump's conditions for a peace deal is going to derail the ongoing negotiations with devastating effects for the global economy.

Britain and France have scuppered a proposal for Nato allies to spend 0.25 per cent of GDP on military aid for Ukraine.

Mark Rutte, the alliance’s secretary-general, this week conceded his plan wouldn’t be taken forward because it didn’t have sufficient support.

“I don’t think this one will be proposed,” he told reporters, without naming the opponents.

But now The Telegraph can reveal that the UK, France, Spain, Italy and Canada blocked the idea when it was floated in discussions for how to boost support for Kyiv.

Mr Rutte was hoping to ratify the proposal at Nato’s upcoming annual summit in Ankara, Turkey.

Ministers this week began discussions over what the alliance’s civilian chief believes should be a tangible show of support for the war-torn nation.

An alliance insider said at least seven member states, who all spend over 0.25 per cent of GDP on military aid to Ukraine, had voiced support.

But any proposals adopted by Nato require the unanimous backing of all of its national capitals.

“They’re not very enthusiastic about the idea,” the insider said, labelling London, Paris, Madrid, Rome and Ottawa as opponents.
