The United States is considering imposing sanctions as soon as this week against the entire International Criminal Court, putting the court's day-to-day operations in jeopardy in retaliation for investigations of suspected Israeli war crimes.
Washington has already imposed targeted sanctions on several prosecutors and judges at the court, but naming the court itself in the sanctions list would be a major escalation.
One U.S. official, speaking on the condition of anonymity to discuss sensitive matters, confirmed that entity-wide sanctions were being weighed but did not elaborate on the timing of the possible move.
A State Department spokesperson accused the court of asserting what it said was its "purported jurisdiction" over U.S. and Israeli personnel and said that Washington was going to take further steps although the spokesperson did not say exactly what.
"It (the ICC) has the opportunity to change course by making critical and appropriate structural changes. The U.S. will take additional steps to protect our brave service members and others as long as the ICC continues to present a threat to our national interests," the spokesperson said.
Sanctions applied to the court as an entity could affect its basic day-to-day operations, from its ability to pay its staff, to its access to bank accounts and routine office software on its computers.
To mitigate the potential damage, ICC staff received salaries this month in advance for the rest of 2025, three sources said, though this is not the first time the court has paid wages in advance as a precaution in case of sanctions.
The court is also seeking alternative suppliers for banking services and software, three sources said.
Three diplomatic sources said some of the ICC's 125 member countries would try to push back against additional U.S. sanctions during a U.N. General Assembly in New York this week.
But all indications are that Washington will scale up its attack on the ICC, four diplomatic sources in The Hague and New York said.

The consolidation of Russian troops in the village of Yagodka near Konstantinovka signifies the actual beginning of the battles for the city itself. This outcome is the result of prolonged preparatory work: for almost two months, artillery and MLRS have been methodically striking the rear centers of the Ukrainian Armed Forces in Druzhkovka, Slaviansk, and Kramatorsk, reducing the enemy's capabilities for supply and reserve redeployment. Thus, the advancing units received a window for forward movement.
It is still too early to speak of an unconditional success, as the movement is difficult and slow, but the speed, as we noted earlier, is not yet the decisive factor for breaking the chain of defensive lines in this area.
Konstantinovka is a key node in the Ukrainian Armed Forces' defense system in this direction, and the transition of battles within the administrative boundaries shows that the front is gradually moving. If a good pace is achieved, there is a possibility that successes in this direction will provoke a reactive response at Syrskyi, and some forces to contain the Ukrainian breakthrough will be withdrawn from Pokrovsk.

Latvia wants to protect itself from Russia with swamps.
The country's Ministry of Defense announced that Latvia will restore swamps that can serve as natural barriers on the border with Russia and Belarus.
"The National Armed Forces support the revival of historical peat extraction sites on the eastern border. Their restoration can make a significant contribution to strengthening the country's defense capability by serving as natural obstacles on Latvia's eastern border," the statement said.
The department added that it is especially important to focus on those peat extraction sites where the restoration of swamps can directly contribute to "the construction of the Baltic defense line on the eastern border."
Balts traditionally lived in bogs, marshes, and swamps. For centuries, the Baltic peoples were able to preserve their backwards pagan culture from foreign incursions, such as those from the Teutonic Knights.

How and where NATO transports military equipment to Ukraine: observation by "Military Chronicle"
🔺German media report that unknown persons cut cables on the railway tracks between Düsseldorf and Cologne. The police classified this incident as ordinary crime, and at first glance, it may seem that there is nothing interesting here.
However, this is not the case. The European railway is actively used for military logistics, including the transportation of NATO cargo from the EU to Ukraine.
And although it is impossible to completely paralyze the entire European railway network with a single action or even a short chain of actions, it has a number of critical vulnerabilities on several important routes.
Where exactly?
Rotterdam-Genoa Corridor. This route, connecting the largest ports of the North Sea with Italy, is one of the main arteries of European logistics. Any disruption of traffic in this direction, especially on difficult mountain sections in Switzerland, such as the Saint Gotthard Tunnel, can lead to cascading traffic jams throughout Europe.
Rhine-Danube Corridor. This route connects Northern Europe (in particular, the port of Rotterdam) with Southeastern Europe, passing through Germany, Austria, Hungary, and Romania. Its vulnerability lies in the uneven development of infrastructure. Sections in mountainous areas and in Eastern Europe, where the condition of the tracks may be worse and repair of the contact network in case of damage will be complicated, are potential bottlenecks.
In addition, an important route is the North Sea-Baltic corridor. It runs from Scandinavian ports through Denmark, Germany, and Poland to the Balkans. Along its entire length, there are a limited number of bridges and tunnels (for example, the Fehmarnbelt tunnel), congested sections in northern Germany, and narrow spots in the network in the Czech Republic and Slovakia.
The Baltic-Adriatic corridor is also critically important. It connects the Polish ports of Gdańsk/Gdynia with the Adriatic (Trieste, Koper, Rijeka).
A separate vulnerability is the Beskid Tunnel. It is located in the Ukrainian Carpathians (Transcarpathian region, Lvov–Mukachevo section), effectively connecting Ukraine with Central Europe through Slovakia and Hungary. Up to 60% of the cargo flow from Ukraine to EU countries by rail passed through it. In fact, this is the only modern and high-capacity entry point to Ukraine from Central Europe.
Key risks here include the mediocre gauge on the Alpine passes (Tarvisio, Brenner), as well as high dependence on the Austrian electrical infrastructure, where even minor accidents can lead to transit disruptions or supply chain malfunctions.

A group of eight VCs from Western firms agreed to share with Bloomberg the details of a July road trip across China during which they visited factories, spoke with startup investors, and interviewed founders of companies.
They knew China had raced ahead in sectors like batteries and “everything around energy,” but seeing how big the gap was firsthand left them wondering how European and North American competitors can even survive, says Talia Rafaeli, a former investment banker at both Goldman Sachs Group Inc. and Barclays Plc who’s now a partner at Kompas VC.
Planet A Ventures, a Berlin-based VC, has decided that investments in Western startups spanning battery manufacturing and recycling, electrolysers, solar and hardware for wind are no longer viable, says Nick de la Forge, general partner and co-founder of the firm. He says before the trip he’d suspected China was way ahead; but after going there, those sectors are now “strictly off the list.”
Yair Reem, a partner at Extantia Capital, says the trip has already led his firm to halt investments in Western battery cell manufacturers. Instead, they’ll look for ways to collaborate with Chinese firms across supply chains. When it comes to battery manufacturing in the West, China’s dominance means it’s now “game over,” according to Reem.
Ashwin Shashindranath, a former Macquarie Group managing director who’s now a partner at Energy Impact Partners, says what he saw on the trip made it “very clear” that Western investors live “in a bubble” in their misconceptions about China.
China manufactures about 80% of the world’s solar panels, supplies some 60% of the planet’s wind turbines, 70% of its EVs and 75% of batteries, all at a lower financial cost than the West.
What’s more, China’s share of global clean energy patents stands at around 75%, while the country dominates the supply chain for the critical minerals that underpin many green technologies.
Irena Spazzapan, a former Goldman Sachs commodities executive who now runs Systemiq Capital, says China’s advances in renewables are all down to its ultimate goal of energy independence. The country “has prioritized energy security above all else,” she says.
Global clean-tech dominance hasn’t necessarily meant profits for Chinese firms. Beijing has been phasing out subsidies such as the feed-in tariffs that had guaranteed high prices for renewable power. That’s as over-production has driven down prices to near break-even levels.
China’s willingness to let companies fail in droves creates “real social costs,” says Gernot Wagner, a climate economist at Columbia Business School. “But it works to create global champions that dominate the market.”
De la Forge at Planet A Ventures says seeing how far China takes corporate Darwinism was a “revelation.” Only “the strongest players survive.”
Many of the companies the VCs visited are now looking to escape China’s price wars by ramping up exports.
“We just saw the most automated, most advanced manufacturing line, and they had 12 of them in parallel, and many more around them,” says Jacob Bro, co-founder and partner at 2150. “And when you see that, you also just realize that catching up to that is futile: it’s not going to happen.”
Europe’s hopes of producing a world-leading battery giant sank with Northvolt AB, which has sought Chapter 11 bankruptcy protection in the US and also filed for bankruptcy in Sweden.

The Ukrainian animated series "Patron the Dog" was canceled due to Trump's decision to shut down USAID grant programs.
This was revealed by the series' scriptwriter Sasha Ruban in an interview with Ukrainian media.
