In the future, Russia intends to continue developing the Arctic, including its infrastructure, transportation routes, resource extraction, tourism, and scientific research. Moscow is open to equal and mutually beneficial cooperation, but will defend its national interests by all available means in response to sanctions, threats, and hostile actions."
