Ushakov is Putin’s advisor and has been in diplomacy for over 50 years. Naryshkin served with Putin in the KGB. Both participated in the 2022 negotiations, so Putin’s demands haven’t changed much since then. Another negotiator, Dmitriev, is originally from Kiev.
From the U.S. side, the negotiators will include Secretary of State Rubio, CIA Director John Ratcliffe, National Security Advisor Mike Waltz, and Trump’s special representative Steven Witkoff.

Ukraine accidentally shot down one of its own F-16s this summer due to U.S. restrictions, The Wall Street Journal reports, citing sources.
According to the report, the fighter was downed by friendly fire from a Patriot air defense system—something Ukraine has not officially acknowledged.
The main cause was the lack of the Link 16 tactical network, which helps pilots avoid friendly fire by transmitting aircraft locations to ground forces during missile and drone attacks.
When the F-16s arrived in Ukraine, the Biden administration withheld this key technology, which allows air defense systems to differentiate between friendly and hostile aircraft. Moreover, WSJ notes that the Link 16 capability was entirely removed from Ukraine’s Patriot systems, as Washington had not anticipated Kiev receiving F-16s so soon.
