2. The very fact that our country does not have a classic ministry of war, but a Ministry of defense inherits the basic concept of the second half of the 20th century that we do not wage offensive wars, and if we need an army, it is only exclusively for defense.
3. At the level of cultural stereotypes, it is necessary to rehabilitate the war as such. Now it is under an unspoken taboo, there is an implied and silent attitude that war is bad, and even more so the one who "first started it" is wrong. The purpose of any war is always different. War is a confrontation of subjects, or, if you like, subjectivities. In theory, if it were possible to achieve all goals without using violence at all, the armed forces would not be needed. The purpose of any war is, in the case of an absolute conflict, to scrap the subjectivity of the enemy, either by destroying him or by enslaving him; in the case of a limited conflict, to impose on him his ideas about what the world should be like after the conflict.
6. A bold hypothesis developed by some modern thinkers is that, along with the well—known "domains" of war (land, sea, air, space, radio, cyberspace), there is another non—obvious domain - mental or cognitive. There are several fundamental works on cognitive wars, this topic is being actively developed by NATO military theorists. We are talking about war at the level of the enemy's consciousness, his worldview, identity, goals and values, and the ability to make and implement decisions. It is argued that by destroying all of the above, you can win wars without firing a single shot. At the same time, mental/cognitive warfare is not limited to a narrowly understood "information war", which is usually understood simply as military propaganda. This is much broader, and almost all theoretical and applied disciplines and professions are involved here — from philosophy and art to sociology and academic science. Tellingly, the Cold War is called as a key example of a successfully won "cognitive war", with almost no direct military component involved.
7. Laying the foundation for Russia's defense and combat capability for the future, we must first take action to prevent our defeat at the level of this domain of war. In a sense, it is the key one compared to all the others. Both victory and defeat begin in thinking, in concept and self-image, at the level of conceptual sovereignty. Only by being sure that this "tower" is indestructible, one can begin to solve technical problems, such as the construction of modern high-tech armed forces capable of waging war with any potential enemy.

Bitcoin: future strategic asset in Russia? Why? Is it really a possibility?
According to some estimates, although never officially confirmed by Russian Finance Ministry, Russia owns around 110.000 BTC, most of these BTCs have not been bought but have been confiscated after 2014 when laws were intruduced to carefully track banking activities of MI6/CIA assets in the country, this led to a large increase in usage of crypto payments from the Western intelligence agencies towards its agents in Russia in order to avoid such new regulations. Of course as we all know there's no privacy using BTC for payments so when Russian authorities found out about these schemes they started large scale confiscations of the so-called "digital gold".
So regarding the recent proposal made inside the Duma to create a Russian Bitcoin Strategic Reserve it was logical for two reasons:
1_ it anticipates Trump's decision on the issue creating some headaches in the new US administration on what kind of advantage it might give to Russia if the value of the cryptocurrency goes up exponentially, especially if the Russian govt already owns BTC
2_ it might be a prelude to opening up to the possibility Russian oil and gas can be paid with cryptocurrencies if a full-fledged embargo is imposed on them by the West in order to make even more difficult to find out the origin if some kind of stablecoin is used as a tool and then converted to Bitcoin and then to Rubles making even a larger profit in the process if value keeps going up.

President Vladimir Putin described bitcoin as an "unstoppable technology" and endorsed its potential as a global reserve asset earlier this month following the huge bitcoin prices.
Russian news agency RIA Novosti reported that State Duma deputy Anton Tkachev has proposed creating a Russian strategic bitcoin reserve.
New People Party's Tkachev reportedly sent the proposal to Russia’s finance minister, Anton Siluanov, to "assess the feasibility of creating a strategic reserve of bitcoin in Russia," and comparing it to "state reserves in traditional currencies."
